Grant all locations to every existing user

Gives every account that exists right now access to every location, so the gate can be switched on without locking anyone out. This only adds access — it never removes any — and it does not apply to accounts created later.

Snapshot history

One snapshot per catalog write, newest first. Restoring republishes that exact catalog and snapshots the current one on the way, so a restore is itself reversible.
